I have laid before the Court of Directors of the East India Company your letter of the 7th inst., stating that the Governor of Hongkong has been authorised to make the settlement to the Nation of China formerly employed in the Factory at Canton as requested by the Court; and that in anticipation of similar cases occurring, Mr. Davis has received a general authority to act.
In reply I am commanded to request that you will convey the Court's acknowledgments to Lord Stanley for his arrangement; and that in the event of any like case occurring, you will state that the course of proceeding which has thus been pointed out will be followed.
